In 2011, voluntary renewable energy certificate (REC) retirements in Texas surpassed mandatory retirements under the state's Renewable Portfolio Standard for the fourth consecutive year. According to the Electric Reliability Council of Texas, voluntary retirements totaled almost 15.3 million megawatt-hours (MWh) in 2011 while mandatory retirements equaled 9.0 million MWh. The Texas voluntary REC market grew by 29 percent in 2011, and grew by 45 percent in 2010 over 2009's record of 8.94 million MWh of voluntary REC retirements.
