Four Texas cities — Addison, Carrollton, Eastland, and Highland Park — have authorized the Cities Aggregation Power Project (CAPP) to purchase renewable energy credits (RECs) on their behalf. Under the agreement, the RECs purchases will be equivalent to 10% of its electricity needs of Addison and 5% of the electricity used by Carollton and Eastland. The CAPP is a non-profit group created in 2001 that pools Texas cities' electric power needs in order to negotiate lower, more stable prices through bulk purchasing. CAPP initiated the REC purchase program in August at the request of its 101 city members that purchase 900 million kWh annually.
