April 1999 - TU Electric unveiled a voluntary green pricing program that will be test marketed in Waco, Texas and six surrounding communities. The power supply for the "TU Renew" program will come from four new, 1.65-MW, Vestas wind turbines that will be added to an existing wind power project at Big Spring, TX. The four wind turbines will be the largest ever installed in the U.S. for commercial production and, collectively, will produce enough power for the annual needs of 1,300 Waco homes. TU is contracting for the power from York Research Corporation.

In announcing the program, Waco Mayor Mike Morrison called for Waco to become the first city in the U.S. to have 25% of its electricity generated from renewable resources. According to the Waco Tribune-Herald, the city approved the optional program "after city attorneys won assurances from TU that if the project failed it would not trigger a rate increase for all customers."

The wind power is being offered to customers at a premium of 4.0¢/kWh and can be purchased in 100-kWh blocks or as a percentage of monthly electricity use. Four community entities have signed up as TU Renew corporate sponsors: the city of Waco/Brazos Nights, KXXV-TV, Hillcrest Hospital, and McClennan County Community Hospital.
