Description of Wisconsin Electric's Plans for Request For Proposals (RFP) for 5 mw Renewable Energy Supply

Project Overview:

Wisconsin Electric plans to solicit bids for contracts (5 years or 10 years) for 5 mw of capacity from renewable energy sources to meet the energy needs of WE's Energy for Tomorrow® Renewable Energy Program. Renewable energy purchases through the EFT program are subsidized by EFT customers.This is an open-ended RFP with regularly scheduled reviews of all proposals. The first scheduled review begins on May 15, 1998. This request is only for renewable energy purchases through the Energy for Tomorrow® Program and NOT part of WE's RFP for 250 mw of new generation capacity to be built by June 1, 1999.

Project Timeline:

  • Public announcement of RFP: March 17, 1998
  • RFP issued and announced: March 17, 1998
  • First scheduled review date: May 15, 1998
  • Additional scheduled review dates: Sept. 15, 1998; Jan. 15, 1999; May 17, 1999; and Sept. 15, 1999
  • Proposals Due: By review dates
  • Bid evaluation/purchase agreement negotiations/contract award: After each scheduled review date


RFP Information:

  • The bid process will be open to all bidders (no RFQ/pre-qualifying step)
  • Bids are required to be submitted in final form.


Bidder's Responsibility:

  • Successful acquisition of all permits are the responsibility of the winning bidder.
  • Land acquisition and site control are the responsibility of the winning bidder.
  • Connection to the electrical system is the responsibility of the winning bidder and the transmission service provider for the site.
  • Plant design, equipment acquisition and facility construction are the responsibility of the winning bidder.
  • Project financing is the responsibility of the winning bidder.


Contract Term:

Contract term is five years or ten years.


Bid Evaluation Process:

Bids and bidders will be evaluated by WE. The following factors will be considered:

  • Price and terms and conditions
  • Experience on similar projects (foreign or domestic)
  • Non-performance remedies
  • Financial backing
  • Completeness of bid and compliance with bid instructions
  • Preference will be given to projects in Wisconsin
