July 1999 - The Chula Vista City Council voted on June 29 to purchase green energy for all of the city's electricity needs. Chula Vista, a suburb of San Diego and among the 25 largest cities in California, joins 37 other entities affiliated with the San Diego Association of Governments (SANDAG) that have switched to renewable energy to meet their electricity needs.
In July 1998, SANDAG signed an agreement with electricAmerica (formerly Commonwealth Energy) to supply power to the San Diego Regional Power Pool, which was formed to implement the purchase of electric power and services on behalf of interested public agencies. This past February, Commonwealth announced that it was converting its residential and small business customers to green power, making the same choice available to SANDAG members. Commonwealth has nearly 60,000 residential and commercial customers in California.
