June 2000 - The Oakland City Council unanimously approved a contract to purchase green power to meet 100% of the city's municipal electricity needs, making it the largest municipal green power purchaser in the country. The city will contract with ABAG POWER, a power pooling agency formed by the Association of Bay Area Governments (ABAG), to purchase approximately 9 MW of green power, including 5% from new renewable resources. Under the agreement, the amount of power supplied from new renewable resources will increase to 20% by 2004 if the city extends the initial 18-month contract with ABAG POWER. Initially, the green power purchase will add about $70,000, or 1.8%, to Oakland's $4 million annual electricity bill. After the first year, the price premium will rise to 2.5% or 3% because of reductions in a state credit for customer purchases of renewable energy.

November 1999 - The City Council of Oakland, California has approved a plan to purchase green power for all of its municipal facilities for a period of at least one year. The City will issue a request for proposals (RFP) to electric power providers interested in supplying the city's municipal demand of approximately 9 MW. The solicitation will also ask bidders to incorporate the use of distributed resources, such as photovoltaic (PV) systems or fuel cells and participate in a public outreach effort designed to encourage the city's residential and commercial customers to buy green power.
